In the same group, San Marino were beaten 5-1 by Azerbaijan, while Northern Ireland clinched second place by beating Czech Republic 2-0.
This leaves Norway in no position to make it to the 2018 world cup in Russia.
Only one team qualifies automatically from each group in Europe while the second team gets a chance to qualify through play-offs.
